AN EXAMINATION OF THE POWER OF NATIONAL ASSEMBLY TO MAKE LAWS FOR PEACE, ORDER AND GOOD GOVERNMENT OF NIGERIA

This paper examines the legislative powers of the National Assembly to make laws for peace, order, and good government of Nigeria. It explores the constitutional foundations underpinning its lawmaking authority, the scope of its powers including legislative, investigative, financial, and oversight functions, and the explicit limitations that shape its operations. Further, judicial interpretations through landmark cases illuminate the balancing act between federal and state legislative powers. Checks and balances inherent within Nigeria’s constitutional framework and practical challenges facing the National Assembly in fulfilling its mandate are critically examined. The problem, however, is that it takes years for Bills, which are meant to enhance good governance, to be passed by the National Assembly. The paper concludes with recommendations aimed at enhancing legislative effectiveness to uphold peace, order, and good governance in Nigeria.
