INTERROGATING A THEORETICA L FRAMEWORK FOR RENEWABLE ENERGY GOVERNANCE IN NIGERIA

In the last two decades environment and sustainability have replaced energy security and geopolitical perspectives for global energy study, and analysis. Studies observe the benefits of renewable energy technology for the environment and energy resources. Thus. renewable energy for electricity use developed in reaction to environmental concerns about the effects of non-renewable energy sources on the natural environment. Nigeria's electric power sector stands much to gain from the promotion ‘use and development of renewable energy technology. However, Nigeria's legal framework for electricity use from RE is incoherent and unsustainable; it is an energy framework crying out for change. Hence, the paper recommends a fresh approach to formulate a coherent legal framework for renewable energy technology that promotes energy sustainability. mitigates climate change and assists social development. The paper contends such an approach will lead to a coherent legal framework for RE which will ultimately secure good energy governance for Nigeria. The paper found that the success or otherwise of renewable energy governance in Nigeria rests on the formulation of a legal framework that is anchored and operates on principles of good governance namely, inclusiveness, transparency, equity, and responsiveness.
