Abstract

“The notion of to health emerged recently. Historically, issues related to the health of populations and the availability of health care was not considered to be a major social or governmental concern. While health was valued as an important and beneficial asset, it was assumed to be in the private rather than the public or social domain. Moreover, until a century ago, little was understood about the causes of disease or effective prevention and treatment measures.
